Solution of this Step
This card uses the flag semaphore alphabet (the one with the yellow/red flags). Should you be in doubt as to the fire/light/arm/flag semaphore is used, try to find these elements on the Card. There is no fire, there are no specific directed light beams, and no arms either. Therefore the flag-version of the semaphore alphabet is used (you’ll find the flags later on). Keep this in mind, and take a fresh look at the entire Card.
